Rockstar is offering their GTA V editor and Youtuber GTAVVidz has taken is for a spin and recreated Metal Gear Solid using the GTA V engine as a basis. Apparently there is a YouTube Video and the results are really impressive.

It looks like the Rockstar Editor is a really powerful tool and you can create an infinite amount of settings. Next to this Metal Gear Solid mod there is for example also the Liberty City Police Department First Responder (LCPDFR) mod, which looking really great as well.
