Following up on the recent situation where Anandtech caught them with their pants down, Samsung has finally and officially confirmed that it is cheating in "certain benchmarking apps" but notes that GPU was meant to work at frequency and that it is also applicable in some other apps as well.
Of course, Samsung kinda twisted the actual truth noting that Galaxy S4 has been designed to allow a maximum GPU frequency of 533MHz. However, the maximum GPU frequency is lowered to 480MHz for certain gaming apps that may cause an overload, when they are used for a prolonged period of time in full-screen mode but that a maximum GPU frequency of 533MHz is applicable for running apps that are used in full-screen mode, such as S Browser, Gallery, Camera, Video Player and "certain benchmarking apps".
Unfortunately for Samsung, during its investigation, Anandtech dug out the TwDVFSApp.apk that actually had BenchmarkBooster in it as well as lines of codes specifically written for certain benchmark apps so despite the fact that it apparently works in other apps, it is still considered as plain cheating and not an attempt to "provide optimal user experience for customers" as Samsung decided to call it.
Cheating is allowed and it is definitely a nice idea, at least until you get caught. Samsung's Exynos 5 Octa chipset is definitely not as good as Samsung hoped it would be and Qualcomm is certainly happy with the way things are going now.
