It appears that fan speed issue was not the only problem with the recently released AMD's Crimson Edition driver as now there are a few reports about the new underclocking issue caused by the driver.
AMD has confirmed on both Twitter and
its AMD Community page that it is aware of the issue but currently, you can only fix it by rolling back to Catalyst 15.11.1 Beta or the Catalyst 15.7.1 WHQL drivers.
According to a rather long Reddit thread, the downclocking issue causes stuttering in games and it appears to be affecting a wide list of graphics cards, including Radeon Fury, Fury X, R9 290X and probably some other graphics cards as well.
In case you want to stick with Crimson Edition driver, a temporary solution which apparently works for some users is to force full 3D clocks via Radeon Pro in the Overdrive tab.
The issue could be associated with AMD's new Frame Rate Target Control so hopefully AMD will release a hotfix soon.
