Problem frequency processor #1

In my old PC, the processor frequency varies depending on the use of the same.
In the new pc instead, the frequency remains stuck at 4.1 GHz

My specs
Intel i7 4790K
Asus Maximus z97 Hero

I tried to reset the bios but nothing to do .. It 's normal?

Can you please try to hit the "Power Saving" button and tell us what happens?

Thanks Reward. In the performance mode the frequency remains in 4.3GHz, in power saver 4.1
