Gears of War: Ultimate Edition has launched for PC on Windows Store and it simply does not like AMD's Fiji GPU based graphics cards for some reason. The issue is really big as it makes the game unplayable.
According to a report from Forbes, the Gears of War: Ultimate Edition experiences stuttering, glitches and low performance on any AMD Fiji based graphics card, including AMD Fury lineup and the R9 Nano. Although it should be the game that will use both DirectX 12 and AMD's async shaders, this just isn't the case.
To make things even worse, according to the same report from Forbes, the game is actually working much better on the Radeon R9 390X than on Radeon Fury series or the R9 Nano graphics cards.
Microsoft has already responded to Forbes saying that they are currently working with AMD to address those issue and these should be fixed soon with an upcoming update.
Those running on AMD Fiji GPU based graphics card are simply out of luck and until the game is patched those users should stay clear of it.
