The launch date for the beta phase of the game was revealed on uPlay mobile app which should the new achievement called "Team BETA, Active", with a description that says that Tom Clancy's The Division Closed BETA will start in January 2016.

While Ubisoft's official launch for the beta phase of The Division still says Spring, earlier rumors suggested that it will launch on 29th of January on the PC, Xbox One and the Playstation 4.

Those that have pre-ordered the game will have a guaranteed access to the beta phase but it appears that there are plenty of ways to get into beta, as even the Weekly Humble Bundle is offering a beta access for The Division.
