nVidia managed to reproduce the problem in-house. It is not a feature it is a bug.

They are in process of figuring out the issue and fix it soon.

They have isolated the problem. Now working on the fix and will be rolling into an upcoming driver soon.

Older drivers won't be patched.

Fresh released nvidia driver 320.18 does fix the clock issue with Fermi cards. Enjoy Fermi users and Thanks nVidia

Installed 320.49 WHQL and now I can't get into windows anymore with a GTX 670 (tried two different 670).
With GTX 680/660 Ti/660/650 Ti/650 and 7 series it's ok, no problem.
